Invitation to ENCATC Talks: European Networks and Cultural Governance: How Culture Makes Policy

ENCATC is pleased to invite you to a special edition of ENCATC Talks, featuring the launch of Carlotta Scioldo’s book, winner of the ENCATC Research Award 2023. This compelling work explores the transformative role of cultural networks within the European Union (EU) over the past three decades, particularly within the cultural and creative sectors. Through a blend of institutional and ethnographic analysis, the book sheds light on how informal collaborations have evolved into structured entities, reshaping EU cultural governance and fostering cross-border cooperation among cultural professionals.

About ENCATC Talks

The ENCATC Talks series was established to encourage critical debate and research dissemination in the fields of cultural management and cultural policy. It serves as an open forum where scholars, educators, policymakers, and cultural managers come together to discuss emerging trends and pressing issues in the field. By bridging academic research and practical application, ENCATC aims to contribute to the continuous development of cultural policy and management education. Since its creation, ENCATC has been deeply committed to publishing, presenting, and disseminating research in arts and cultural policy, recognizing the crucial link between education and research.

About the book

Scioldo’s book takes a deep dive into the role of cultural networks in shaping EU policymaking and governance. Using detailed case studies, the book demonstrates how EU-funded networks influence local creative practices, shape policy discourse, and drive ideational change. More than just fostering cultural exchange, these networks play a pivotal role in European integration, balancing economic, cultural, social, and environmental priorities while advancing both symbolic and structural integration.

With cultural networks becoming an essential part of Europe’s creative ecosystems, this book provides critical insights for scholars, policymakers, and cultural professionals alike. It presents a new analytical framework to assess cultural networks as agents of multilevel, cross-sectoral transformation, offering a strategic vision for the future of cultural policymaking in Europe. This event will feature a presentation by the author, Carlotta Scioldo, followed by a discussion with leading experts in cultural policy and management. Attendees will have the opportunity to engage in thought-provoking discussions and reflect on how cultural networks continue to shape the European cultural landscape.
